Inuvialuit Land Administration
Exploration/Reserach Activities, 2005/2006 Season
Great Northern Mining and Exploration (GNME) has completed their 2006 summer field season and will be interpreting the geological data results in both Canada and South Africa in the coming months. ILA Environmental Monitors from Ulukhaktok (Holman) were employed throughout the project to ensure Inuvialuit land management compliance.
Activities on Inuvialuit Lands
In the first quarter of 2006, ILA received 22 applications for use of Inuvialuit lands: 21 related to the Mackenzie Gas Project and 1 for the access to Borrow Source 177. In terms of types of applications, the breakdown is as follows: 10 Temporary Right of Way, 3 Permanent Right of Way, 7 Quarry Licenses, 1 Land Use Permit "A" and 1 Commercial Lease Class 1.
ILA cannot consider issuing any permits RE the Mackenzie Gas Project until the Joint Review Panel and the National Energy Board have both concluded their hearings and submitted their recommendations. Then ILA can set the terms and conditions for any issuance of permits with respect to Inuvialuit private lands.
Environmental Monitor Training
ILA clarified that when permits are issued for the use of Inuvialuit private lands, the terms and conditions generally include the requirement for the use of a Environmental Monitor. This is not always the case for permits issued by DIAND on crown lands within the ISR.
ILA Staff Activities
With the start of the Mackenzie Gas Project public hearings, NEB and Joint Review Panel, staff time has been devoted to reviewing MGP applications as well as monitoring and attending the meetings. The ILA team is also involved in the completion of all inclusive land administration manual (ILMS – Inuvialuit Land Management System) outlining procedures and policies applicable to contemporary land management. Additionally ILA has embarked on restarting dialogue on the completion of an ISR wide gravel management plan in coordination with the Government of Canada . Other work plan activities beyond daily endeavors include but are not limited to: The Husky Lakes Management Plan, Environmental Monitor training & corporate strategy, coordinated information management systems, and internal capacity building / mentoring.
